Logan’s Law moves forward, targeting sentencing and parole reform in Kentucky

LOUISVILLE, Ky. — A bill aimed at reforming Kentucky’s sentencing and parole laws is advancing through the state legislature.

State Representative Dan Fister of Versailles and State Representative TJ Roberts of Burlington sponsored House Bill 422, also known as “Logan’s Law.”

Logan’s Law would prevent individuals classified as violent offenders—who were unanimously denied discretionary parole—from qualifying for mandatory reentry supervision.

The proposed measure also revises procedures related to capital sentencing, aggravating factors, and the treatment of defendants found guilty but mentally ill, lawmakers said.

The Senate Judiciary Committee approved the bill on Thursday, and it is now on the Senate’s consent calendar. If it passes, it will return to the House for final approval.

“Logan was a kind, strong, and wonderful young man who loved his family and was a bright light to everyone he met,” Fister said. “He had his whole life ahead of him, and now his family is living the worst nightmare any parent or sibling can endure. While no legislation can undo that loss, this bill seeks to turn tragedy into meaningful reform.”

Although Ronald Exantus admitted in court to killing the 6-year-old, he was found not guilty by reason of insanity in the murder case.

However, he was convicted of assaulting Logan’s sisters and father and received a 20-year sentence for those crimes. He was released on mandatory reentry supervision seven years later.

The Marion County Sheriff’s Office in Florida arrested Exantus eight days after his release for failing to register as a felon within 48 hours of being notified of the requirement.
