FRANKFORT, Ky. (KBSI) — Kentucky officials are urging drivers to slow down, move over, and stay alert as the state marks Crash Responder Safety Week from Nov. 17–21. Leaders say the reminder is essential as first responders continue to face significant risks while helping motorists and protecting communities.

“First responders put their lives at risk every day to keep Kentuckians safe,” Gov. Andy Beshear said. “We can all do our part by staying focused, remaining alert, and slowing down or moving over when we see flashing lights on the roadside.”

In July 2024, Kentucky expanded its “Slow Down, Move Over” law (KRS 189.930) to offer broader protection beyond emergency personnel. The law now requires drivers to change lanes or slow down when approaching any stationary vehicle displaying flashing lights, hazard signals, or warning devices — including tow trucks and stranded motorists.

“Our roadways are safer when drivers stay aware and give space to anyone on the side of the road,” said Kentucky Transportation Cabinet Secretary Jim Gray. “Whether it’s a first responder, a tow truck operator, or a driver dealing with an emergency, slowing down and moving over can prevent serious injuries or save lives. It’s not just the law — it’s the right thing to do.”

In the past three years, emergency vehicles responding to incidents in Kentucky have been involved in more than 1,000 crashes, causing over 360 injuries and six deaths.

State officials also encourage local responders to take the Federal Highway Administration’s free National Traffic Incident Management Responder training. More than 600,000 responders nationwide have completed the course in person or online.

All 50 states have enacted some form of “Move Over” law.
