A Minnesota mother and son are accused of billing Medicaid for over $130,000 in services that were never provided, including hundreds of shifts the son allegedly logged as a caregiver while records showed him at another job, according to court documents filed Friday.
Angela Ruth Johnson, 59, of Rogers, faces six counts of theft by false representation, according to court documents. Her 32-year-old son, Mark Anthony Johnson of Brooklyn Park, faces four charges of the same offense.
According to the criminal complaint, Mark Johnson worked as a personal care assistant between June 2021 and June 2023. During that period, he reported providing waiver services to Angela Johnson through Always on Period Health Services, Inc., which is based in St. Paul, Minnesota.
According to the complaint, on more than 350 instances, his time sheets showed him performing those services while he was working for Alpine Diversified Services, a fire safety company. Angela Johnson allegedly signed the timesheets.
Prosecutors said Mark Johnson submitted fake time sheets that recorded more than 1,000 hours of services that were never given, resulting in Medicaid paying more than $34,000 and Mark Johnson receiving more than $13,500 in earnings.
According to the complaint, Angela Johnson received assistance while also being responsible for five other members of her family. Court documents indicate that a responsible person directs and monitors a minor who is unable to “direct his or her own care.”
According to court records, Angela Johnson filed and signed off on time sheets indicating services for herself and others that were never given between October 2020 and June 2023. According to the complaint, Medicaid paid Always on Time Health Services more than $100,000 as a result of fraudulent claims.
If convicted, Angela Johnson faces up to 60 years in jail, while Mark Johnson faces a maximum of 40 years.
