A man will serve over 15 years in prison for coordinating a murder-for-hire scheme to kill two Pennsylvania residents, the Department of Justice stated on Monday.
Xin Guan Guo, 48, of North Carolina, will also serve three years of supervised release after being freed from jail, according to the Department of Justice. He planned to pay $30,000 to an undercover agent to assassinate his business partner and someone with whom he had a relationship.
“The defendant orchestrated the deaths of two people,” U.S. Attorney Metcalf stated. “It makes no difference whether you pull the trigger or hire someone else to do it. It also makes no difference because in this situation, the plan failed. Anyone who takes steps to end the life of another faces a severe sentence in federal prison.”
The Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) was notified on September 30 that Guo was looking to recruit a hit man. According to the DOJ, investigators received text texts revealing Guo’s plot.
According to the DOJ, Guo revealed the plot in phone calls monitored by the ATF, stating he’d pay $15,000 for each murder and that he planned to meet with who he thought was a hitman in October to give him money to buy a pistol.
The “hitman” was actually an undercover ATF agent. if meeting with the undercover agent in October, Guo paid them $2,500 and promised to pay the balance if the two people were dead. When he left, he was arrested.

“Xin Guang Guo thought he could get away with paying a killer to commit two murders for him, and he even wanted photos of the bloody crime,” ATF Philadelphia Field Division Special Agent in Charge Eric DeGree stated. “Our ATF Special Agents caught him cash-in-hand, and now he’s going to prison for a long time for his insidious crime.”
Amanda McCool, an assistant United States Attorney, prosecuted the case.
