Pilot program aims to make police pursuits safer in Louisville

LOUISVILLE, Ky. — Louisville Metro Police could soon use a new tool to track fleeing suspects without engaging in high-speed chases, under a pilot program included in Mayor Craig Greenberg’s proposed budget.

The proposal sets aside at least $100,000 for StarChase, a technology that allows officers to deploy a GPS tracking device onto a suspect’s vehicle. Once attached, officers can monitor the vehicle’s location in real time, back off the pursuit, and coordinate a safer arrest.

LMPD spokesperson Dwight Mitchell said the technology reflects the challenges officers face today.

“This technology is the reality of today and what we’re dealing with,” Mitchell said.

Police already rely on tools such as license plate readers, drones, and helicopters. City leaders say StarChase could add another option designed to reduce the risks associated with vehicle pursuits.

Under LMPD policy, officers can only pursue vehicles in cases involving violent felonies, including murder, rape, robbery, or assault. Even then, pursuits can put officers, suspects, and bystanders at risk.

Mitchell said the technology could help reduce those dangers by allowing officers to avoid prolonged chases through city streets.

“It also mitigates the fact of getting other people involved, innocent bystanders,” he said.

If approved, the program would launch as a pilot, giving the department time to evaluate whether it reduces pursuits and improves public safety.

“It’s essential for this work, but it needs to be done safely,” Mitchell said. “Hopefully with this type of technology, we’re evolving, trying to do as many things as safely as possible.”

Metro Council has until June 30 to approve the budget.
