WEST LIBERTY, Ky. (WSAZ) — An inmate at the Eastern Kentucky Correctional Complex was charged with murder and first-degree persistent felony offender, according to Kentucky State Police.

On Sept. 18, 2025, a Morgan County grand jury indicted Daleon Rice, 45, an inmate at EKCC, on charges of murder and first-degree persistent felony offender.

The charges stem from a death investigation launched after Kentucky State Police were contacted on Aug. 31, 2025.

State police said Robert Broyles, 34, of Louisville, was found unresponsive in his cell during morning count at around 8:50 a.m. on Aug. 31.

Authorities said life-saving measures were attempted before Broyles was transported to ARH Hospital in Morgan County.

Broyles was pronounced dead shortly after arriving at the hospital.
