A man who shot at authorities while fleeing a traffic check last year and prompted a three-day search has pleaded guilty.
Loony John Franklin Kolb Toon, 43, was found guilty on four counts: first-degree attempted assault with a firearm, unauthorized use of a firearm, felon in possession of a handgun, and second-degree escape. The Clackamas County District Attorney’s Office confirmed that he was sentenced to 20 years in prison.
The sentencing stems from an incident on June 20, 2025, when Toon fired at three Milwaukie officers who were pursuing him after he fled a traffic stop. Toon then abandoned his car near Southeast Tacoma Street and Southeast 26th Avenue, going onto the Eastmoreland Golf Course, where authorities pursued him.
During that moment, Toon was on probation in Columbia County for first-degree attempted kidnapping.
Toon was arrested three days later in Sandy following a “short non-violent interaction” with the Clackamas County Sheriff’s Office SWAT and Crisis Negotiation Team.
Clackamas County Deputy District Attorney Rebecca Wareham Portlock, who prosecuted the case, called it an “incredibly dangerous incident,” adding that Toon had “showed callous disregard for every single person in his path … and endangered the lives of four police officers.”
At the hearing, Toon declined to speak, and police officers also refused to make victim impact statements, though the Milwaukie Police Department on Thursday released a statement thanking various law enforcement agencies and footage of the incident.
Toon will plead guilty to outstanding felony offenses in Washington, Benton, Yamhill, and Columbia counties, which will run concurrently with his 20-year sentence for the traffic stop incident.
Toon must also pay compensation to the city of Milwaukie for causing damage to a police cruiser, as well as the owner of a car struck by Toon’s shots, according to the Clackamas County District Attorney’s Office.
Toon has a criminal record that includes 25 convictions, 16 of which were felonies, according to the district attorney’s office.
