The former Summit Chief of Police has been sentenced to three years in federal prison after taking money from a local businessman to arrange the transfer of a liquor license.
The United States Attorney’s Office for the Northern District of Illinois announced in December 2025 that 58-year-old John Kosmowski of Lockport, Illinois, was convicted of bribery conspiracy, bribery, and obstruction of justice.
On July 15, he received a three-year sentence in federal prison.
According to evidence presented at trial, Kosmowski colluded with a Summit building inspector, William Mundy, to take $10,000 from businessman Krzystof Hodurek in 2017.
Kosmowski and Mundy accepted the money on the condition that a liquor license be transferred to another individual.
Kosmowski got a cash payment from Hodurek in 2017 and gave Mundy a piece of it, according to prosecutors.
Mundy pleaded guilty to bribery and tax charges before trial and is now awaiting punishment.
Hodurek, who is also awaiting sentencing, pleaded guilty last year to a federal wire fraud allegation in connection with a separate plan to illegally obtain unemployment insurance benefits from the state of Illinois. As part of his guilty plea, Hodurek admitted to taking part in the bribery plot alongside Kosmowski and Mundy.
Prosecutors said Kosmowski’s obstruction of justice charge stems from a meeting he had with Mundy, during which he informed Mundy of the federal investigation into the bribe.
During the discussion, Kosmowski attempted to persuade Munday to inform authorities that the cash was a loan.
