2 people apprehended in connection with utility theft at El Cajon Home

Authorities apprehended a man and a woman on Tuesday for allegedly illegally entering an East County property and using its utility services.

According to the San Diego County Sheriff’s Office, deputies from the Alpine Sheriff’s Station responded to allegations of an ongoing burglary on June 3 in the 5600 block of Dehesa Road.

A preliminary inquiry found that a long-term Airbnb renter had left the home, after which three others entered and were detained and examined by deputies.

Sheriff’s officers stated the three admitted to squatting at the house and claiming to have acquired residency.

The three were released based on information obtained while they were arrested.

Upon further inquiry, deputies discovered that the three had not established residency and were allegedly stealing utility services.

The two suspects, Kevin Barlow, 45, and Amanda Hopkins, 45, were arrested on Tuesday after a search warrant was executed.

Both individuals were arrested on charges of burglary related to utility theft.

Sheriff’s officials said evidence of utility theft, as well as documents relating to the two’s fraudulent occupation of other properties, personal electronic devices, and narcotics, was seized at the home. They added that the property had been returned to its rightful owners and that an investigation was ongoing.
