A Kentucky insurance agency owner has been charged with diverting premium payments from a church client, while state officials investigate whether other customers may also be affected.

Glen “David” Ramey, 59, owner of David Ramey Insurance in Murray, Kentucky, is accused of defrauding a local church of at least $10,000. Authorities say he accepted premium payments but failed to secure property and liability insurance coverage for the church.

“My attorney has advised me not to comment,” Ramey said when reached by phone.

Officials from Yahweh Baptist Church reported their concerns to the Graves County Sheriff on March 16 after receiving a cancellation notice from their insurance provider. Investigators said the church later requested a loss-run report, which revealed gaps in coverage over recent years despite consistent premium payments.

A sheriff’s detective said the Kentucky Department of Insurance has contacted other clients of Ramey, including some in different counties, as the investigation continues. Authorities believe additional victims could come forward in the coming days.

Court records show Ramey has faced several legal issues related to debt in recent years, including a foreclosure case in 2025 that was later resolved after the loan was reinstated.

State records indicate Ramey holds active licenses in property, casualty, life, health, and general insurance lines, all set to expire in June. However, his agency’s authority became inactive in 2024 after he failed to renew certain carrier appointments, according to Ramey.

He was released on bail following his arrest, and his arraignment is scheduled for April 29.
