Immigration and Customs Enforcement (ICE) wants custody of an illegal alien who first entered the U.S. via the Diversity Visa Lottery. Authorities accuse him of raping a 16-year-old girl in her Louisville, Kentucky, home.

Police arrested Mena Mohsen Farez Nmn Awad, an Egyptian illegal alien, in Louisville. Officials then extradited him to Nashville, Tennessee, where he faces child rape charges for an incident that allegedly took place last New Year’s Eve.

Law enforcement reports that Awad broke into the 16-year-old’s Nashville home and assaulted her while she slept in her bed next to her nephew. When the girl woke up, police say Awad—who allegedly carried a gun in his waistband—raped her.

Awad fled the scene, but authorities caught him in Louisville on January 16. ICE agents have lodged a detainer to prevent his release back into the community if he leaves jail.

“Horrendous immigration policies allowed this monster into our country and made victims of children and families,” the Department of Homeland Security’s Tricia McLaughlin said in a statement.

“This child rapist was allowed into our country by the Diversity Lottery program,” McLaughlin said. “Secretary Noem paused the diversity lottery to ensure no more Americans are harmed by this disastrous program. ICE lodged an arrest detainer to ensure he is not released onto our streets to victimize more children.”

Awad arrived in the U.S. in 2017 through the federal government’s Diversity Visa Lottery. This program randomly gives visas to roughly 55,000 foreign nationals annually to diversify national demographics. Awad’s criminal record already includes arrests for domestic violence, intimidation, weapon possession, vehicle theft, and court order violations.
