Manslaughter charge dismissed against driver in fatal Preston Highway pedestrian crash

LOUISVILLE, Ky. (WAVE) — Charges have been dismissed against the driver involved in a Preston Highway crash that killed a pedestrian in December.

The crash occurred around 5:15 p.m. on Dec. 22, 2025, in the 7300 block of Preston Highway near Minor Lane. Louisville Metro Police said two men were crossing the roadway in a dark area when they stopped in the center median, which also serves as a turning lane. One of the men, identified as Isaac Barkley, was struck and killed by a southbound vehicle.

Police said the driver, Pamela Speer, stopped at the scene and called authorities after hitting Barkley. Initially, investigators said no charges were expected. Speer was later charged with manslaughter and disregarding the compulsory use of a turn lane.

Prosecutors argued Speer was driving “at a rate of speed and distance not suitable for driving in the median while the traffic in the driving lanes was at a stop.” Speer’s attorney countered that she did nothing wrong and that Barkley suddenly appeared in the roadway.

During a preliminary hearing on Jan. 16, a judge dismissed both charges without prejudice, citing a lack of probable cause.
