Senate Bill 11 was signed by Gov. Andy Beshear, creating a rebate program to improve safety during severe weather.

LOUISVILLE, Ky. (WDRB) — A new law will give Kentuckians up to $5,000 for installing storm shelters at their homes.

Gov. Andy Beshear signed Senate Bill 11, establishing a rebate program designed to protect residents during severe weather events.

The initiative aims to expand access to safe shelters, particularly in rural areas. Homeowners who install storm shelters will be eligible to apply for the rebate.

To qualify, homeowners must agree to open their storm shelters to others in the community during severe weather.

“This particular program kind of targets a smaller group of citizens in a small neighborhood or in an area in a rural part of the state,” said Eric Gibson, director of Kentucky Emergency Management.

The program is expected to launch in January 2027.
