HENDERSON, Ky. (WEHT) — Sen. Robby Mills introduced legislation Monday that he said could encourage increased home construction across Kentucky.

Mills said the bill would help local governments work with housing developers to form development district partnerships.

According to the senator, these partnerships would allow major infrastructure costs tied to neighborhood projects to be spread out over time, reducing upfront expenses for developers.

The proposal would also permit local governments to negotiate housing incentive payments with developers using a portion of property tax revenues. Mills said the legislation builds on the work of the General Assembly’s Housing Task Force, which spent two years studying solutions to Kentucky’s estimated shortage of 200,000 housing units.
