LEXINGTON, Ky. (WKYT) – Kentucky ranks second in the nation for returning lottery sales to players.
According to the U.S. Census Bureau’s Annual Survey of State Government Finances, about 75% of ticket sales are paid out as prize money.
The survey shows that state lottery ticket sales nearly doubled from $52.8 billion in fiscal 2008 to $104.7 billion in 2024, while prize payouts rose by 118% during that period.
Virginia ranked first, returning 80% of its lottery ticket revenue to players in prize money.
As ticket sales increased, states gradually boosted the share paid out in prizes, retaining less revenue overall.
