An 18-year-old from Forest, Virginia, was detained in New York City on outstanding charges for indecent exposure and obscene sexual display involving an incident at a Campbell County Five Below.
The Campbell County Sheriff’s Office (CCSO) reports that Eli Lemuel Howard has been arrested for an incident that occurred on August 3.
Following an investigation, warrants were issued charging Howard with Indecent Exposure and Obscene Sexual Display at Five Below.
On the night of August 27, Howard was stopped by police on the George Washington Bridge in New York City. The CCSO claims he was participating in an obscene act in public. At this moment, officials discovered Howard’s outstanding Campbell County warrants and took him into custody.
The CCSO says plans will be made for Howard’s extradition to Virginia to face the outstanding charges.
