Man with 166 prior arrests sentenced to life for exposing himself to employee at Washington Square Mall

A man who exposed himself to a woman at a clothing store at Washington Square Mall in January 2023 will serve the rest of his life in jail.

Joshua Cory Nealy, 41, was sentenced to genuine life on May 7 by Washington County Circuit Court Judge Theodore Sims after being convicted of public obscenity and pleading guilty to theft. Oregon imposes a life sentence on repeat sex offenders who face conviction three times.

While on parole, Nealy approached a female employee at a Washington Square Mall clothing store and requested entrance to a dressing room. He removed his clothing, opened the door, and begged the woman to help him. When she consented, he fully opened the door, revealing himself. Nealy then inquired if she wanted to have sex before inviting her into the dressing room. A store security guard told Nealy to leave, and Tigard police apprehended him shortly after.

The county prosecutor’s office reported that Nealy had been arrested 166 times since 1999. These arrests resulted in seven felony convictions and 48 misdemeanor convictions for offenses ranging from first-degree attempted rape to third-degree sexual abuse and multiple assaults.
