Residents are urging an ordinance change following concerns about a new pet store at Green Tree Mall.
LOUISVILLE, Ky. (WDRB) — Clarksville residents are calling for updates to local ordinances over concerns tied to a new pet store at Green Tree Mall.
Neighbors voiced their opposition to Puppygram during a town council meeting on Tuesday.
Puppygram sells purebred and designer puppies. Previous WDRB reports found that several customers said they took home dogs that later developed serious health problems.
The store originally opened in Louisville before the city passed an ordinance banning retail animal sales connected to puppy and kitten mills. That ordinance forced Puppygram to leave Louisville, leading the business to relocate to Clarksville.
Now, residents are pushing for changes to the town’s ordinance to strengthen protections for animals.
“Since November the 28th, a retail pet store has been operating in our town under an ordinance that fails to provide clear enforcement standards for the sale of vulnerable baby animals. There is no reason to delay the review further,” Jennifer Fuller Renfro told the council on Tuesday.
Town officials said they are waiting for a state inspection report before deciding whether to move forward with ordinance changes.
Indiana passed House Bill 1412 in 2024, which voids local ordinances that ban the sale of dogs at retail pet stores. The law took effect on July 1, 2025.
