Brown charged with DUI

Clay County Sheriff Patrick Robinson reports that on 02/12/2025, Deputy Sgt. Wes Brumley observed a black car come out of Gregory Branch Rd, making a right turn and crossing the center line onto HWY 80. Deputy Sgt. Brumley activated his emergency lights to conduct a traffic stop. The vehicle continued for a short distance to a broad spot across from Siberts Market on Hwy 80 and pulled over. Deputy Sgt. Brumley spoke to the driver, Cliff Brown, 43, of Manchester, and he could not produce an insurance card upon Deputy Sgt. Brumley requested Brown to leave the car to perform SFST; he observed syringes in the door panel and a small glass bottle that fell from Brown’s pocket area onto the seat. Deputy Brumley and MPD Officer David Gibbs went through SFST, but Brown failed. Through investigation, law enforcement located two types of pills inside the glass bottle. The white pills were identified as Gabapentin, and the other blue pills were unable to be identified. 

Upon further search of the vehicle, law enforcement located additional syringes and another small orange pill that they were unable to identify. Brown was transported to Manchester Advent Health and read implied consent, which he submitted for a blood test.

-FAILURE TO PRODUCE INSURANCE CARD

-OPER MTR VEHICLE U/INFL CONT SUB (189A.010(1D) - 2ND

-POSS CONT SUB 1ST DEG 1ST OFF (DRUG UNSPECIFIED)

-DRUG PARAPHERNALIA - BUY/POSSESS
