A Cincinnati mother and her stepfather have been arrested and accused of grooming and raping her 14-year-old child, according to newly filed court records. The documents allege that the pair pressured the youngster on April 27 and detail several criminal sex charges related to the incident.
According to court records reviewed by WKRC Local 12, the defendants are Michael and Amanda Rowland. They are accused of rape, sexual battery, unlawful sexual behavior with a minor, importuning, and grooming. Amanda faces two grooming counts, while Michael faces only one. According to the documents, Michael is the victim’s stepfather, and Amanda is the child’s natural parent. Prosecutors and local law enforcement did not immediately disclose any information to reporters.
Grooming is defined by Ohio law as a pattern of behavior intended to entice, coerce, or prepare a minor to participate in sexual activity. Depending on the victim’s age and other conditions, the offense might be classified as a misdemeanor or a felony under Ohio Revised Code.
Coercion, or purposefully compelling a person to submit, is classified as felony activity under the state’s rape and sexual battery laws, and often, it can result in mandatory prison sentences. According to Justia, Ohio’s rape legislation (ORC §2907.02) and sexual battery statute (ORC §2907.03) outline the relevant sections. Prosecutors referenced these laws when detailing the charges in the municipal court filing.
The case has been filed in Hamilton County Municipal Court, which handles misdemeanor charges and preliminary processes in felony situations arising in Cincinnati. The court is located at the county courthouse downtown.
The filings identify a 14-year-old victim and link the allegations to an alleged event on April 27. WKRC Local 12 reported that investigators had not published any additional information about the alleged incident as of the publication date. The defendants are deemed innocent until proven guilty in court. The public records that reporters studied did not offer next court dates or arraignment information.
If Michael and Amanda Rowland are convicted on the charges stated, they will face substantial felony penalties, including lengthy prison sentences and, in some cases, mandatory minimum terms under Ohio law. The grooming accusation can be brought with other sex offenses and may result in harsher penalties depending on the victim’s age and whether prosecutors show a pattern of behavior.
